With credit tight, the mortgage market in meltdown, and a lot of people tightening their pocket books this doesn’t seem like such a bad idea.

Putting up a hotel instead of, rather than in addition to, permanent residential housing, is a horrible idea. One of the big selling points for the Banks project was to help foster a rebirth of urban living by establishing a vibrant, downtown neighborhood.
Make the whole d*mn thing a park — expand on the riverside idea — if you can’t make a neighborhood work. Last thing this city needs is another ugly hotel.

You may want to read the article I referenced for more clarification.
The hotel was already in the plan, just for the second phase. Instead, they’ve moved the hotel to the first phase and the condos to the second phase (2010).
Reason being, the condo market has gone flat because of the mortgage crisis and difficult credit markets.
Also, rental apartments are still in the plan for phase one.
